Tackling the problem of post-harvest losses in artisanal fishing.

ABSTRACT

This article looks at the problem of postharvest losses in West Africa's traditional fishing sector. It covers an area where demographic trends point towards ever increasing food requirements. There is growing concern about the depletion of fish stocks and international pressure is mounting for more effective management of the resource. The EDF supported programme was launched in 1990 to improve postharvest utilization of artisanal fish catches in West Africa. Women play a significant role in processing and trading, although their contribution in economic terms has always been underestimated. The artisanal fisheries sub-sector is traditional, labour intensive, risk averse and dependent on labour flow. These characteristics demand that the development strategy for the sub-sector be people-oriented and based on a bottom-up approach. The programme is trying to tackle deficiencies of postharvest losses by creating an information network and developing ways of disseminating the information to the fis

hing communities as well as to the state bodies, sectoral organizations and other fisheries development projects. Following two experimental phases and three difficult years, the programme enters the five-year phase with several strengths, including firm linkages with local institutions and resource persons and a functioning policy where activities pursued originate from requests of beneficiaries. The new framework has been conceived with the goal of implementing future activities in a decentralized fashion that facilitates maximum involvement of operators and their professional organizations.
