A new integrated approach for technological improvements in the development of African fisheries. [Abstract].

Drawing on the past experience of the Canadian International Development Agency (CIDA) and the evaluation of the half success and failures of numerous research and development projects, a new approach, which is to be implemented in a Senegalese/Canadian cooperative effort, will focus on the organizational aspects of technological improvement in the fisheries context. The approach will include: a review of successful improvements which can be useful to artisanal fisheries in the country-specific context; a joint decision on priority improvements; the development of prototypes and their thorough testing; economic analysis to ensure the viability of the proposed technological improvement; demonstrations of the improved techniques and/or equipment to guarantee their availability and social acceptability among local populations; technical training and extension services; and the establishment of credit systems. Cooperative planning and implementation will also extend to the handling and processing as pects of fish technologies such as landing, transport, washing, packaging, drying, salting, smoking, refrigeration, and the prevention of postharvest losses. Project execution will be carried out by a specialized Canadian firm, under the management of a Senegalese-Canadian committee which will sub-contract Senegalese firms, institutions and/or individuals. The operational decisions will be decentralized and finances made available for the improved technologies to be utilized by the target populations, including credit available to fishermen and women for small, community-level activities and fish processing.
